Low Turnout, High Impact: Why this Tuesdays Primary Could Change California

Primary Election Day is Almost Here: Tuesday, June 2nd! 


The last day to vote in the California Primary is Tuesday, June 2nd. Primaries are known for low voter turnout—especially in non-presidential years. With less excitement and visibility, many voters stay home. That low turnout creates a powerful opportunity for those who do show up: every single vote carries significantly more weight.


Why Primaries Matter in California

California uses a top-two primary system, where the two candidates who receive the most votes advance to the general election—regardless of party. This setup can produce unexpected outcomes. For example, if one party fields too many candidates and splits its vote, a minority party can secure one or both spots on the November ballot. In some cases, the primary effectively decides the winner before the general election even begins.


This dynamic is especially relevant in the Governor’s race in the primary. With a crowded field of Democratic candidates, it is possible for one or even two Republican candidates to advance. If two Republicans take the top two spots, a Republican will be elected Governor in November—no matter what.


New Opportunities in Congressional and Local Races

Thanks to Proposition 50 redistricting, several congressional districts have been redrawn. This has created new risks as well as fresh opportunities for Republican candidates. Some races now feature no incumbent, opening the door for Republicans to gain seats despite the current Democrat supermajority’s efforts to limit GOP representation. 


While many of these districts lean Democrat on paper, low primary turnout changes the math. In an election with fewer total votes, it matters far less how many registered voters exist in a district and far more who actually shows up. Strong Republican turnout combined with typical low Democratic participation can shift results in surprising and meaningful ways.


Don’t Overlook the State Superintendent of Public Instruction

Certain offices, including the State Superintendent of Public Instruction, are voter-nominated and can be won outright in the primary with 50% + 1 of the vote during the primaries. This critical statewide position oversees all California public schools and has a direct impact on what our children are taught, school performance, and educational priorities. 


For voters concerned about declining academic standards, school curricula, or the need for greater school choice, this race is especially important.


Your Vote Can Turn the Tide

Democrats may hold a supermajority in California, but tools like the top-two primary and redistricting can be turned to their disadvantage when Republicans turn out in force. Low primary turnout amplifies the power of every Republican vote.
